Managed Long-Term Service and Support
The Commonwealth of Virginia began implementation of the Commonwealth Coordinated Care Plus (CCC Plus) program on August 1, 2017, to transform the delivery of care and long-term support services to Medicaid members with complex care needs. In addition, Cardinal Care was fully implemented in early 2024 with the goal of consolidating managed care and fee-for-service programs (including CCC Plus) and implementing a new model of care that will affect members with complex needs and those using long-term services and supports. And on January 1, 2025, automatic aligned enrollment was implemented for members in Dual Eligible Special Needs Plans (D-SNPs). A team of researchers from VCU’s Department of Health Policy and William & Mary has been engaged to conduct a robust evaluation of the effect of these recent policy changes on members who are dual eligibles and others with complex health needs who require managed long-term services and supports.
